The producer and co-writer George Lucas decided that the film is a prequel, not because he wanted the Nazis to the bad guys againmore. The original idea was to set the film in China, inhabited by a hidden valley of dinosaurs. More canceled plot devices including the Monkey King and a haunted castle in Scotland. Lucas then wrote a film treatment that the final storyline of the film was similar, with Lawrence Kasdan turning down the offer to write the script.
